You miss my point. Consider the iterated prisoner’s dilemma. Rational players out to maximize their own self-interest. Predictable maximum outcome. Now let one get snooty, or greedy, or even just apathetic and use a coin to make their choice. The evolution of these games is dramatically different, but there has been no change in the rules, only a change in the intent of the players. An observer, unfamiliar with the rules, but hoping to devine the rules by keen observation is in a hopeless situation. To the ignorant observer, strategy and intent, cannot be separated from the rules. From their perspective, the rules of the game (the laws of physics) have changed suddenly, discontinuously, for no apparent reason. The change is literally miraculous.

Any system with embedded agents cannot have its rules inferred purely from observation, because agent intent is indistinguishable from rule variation.
3.3 Miracles
Physics cannot rule out miracles. They do not require suspension of the laws of physics, merely a change in intent from active agents. The rules have not changed, only intent has. The change can be strategic, global, local, permanent, temporary, or idosyncratic. But in all cases, the change appears discontinuous.
